CCJBH adopts 2023 legislative report; approves remote participation and minutes

The Council on Criminal Justice and Behavioral Health held several formal votes during its March 22, 2024 full council meeting.

Bagley‑Keene remote participation: Liz Weiss presented a request under recent Bagley‑Keene amendments (Senate Bill 544) and moved to approve remote participation by Council member Tracy Whitney for health reasons, enabling her to count toward the in‑person majority required by the statute. Judge Stanley made the motion and Council member Swankin seconded. Following brief clarification, the council voted by roll call and approved the motion (recorded aye votes and motion passed).

Approval of minutes: The council moved to approve the December 2023 full council meeting minutes, opened for public comment; a commenter suggested schedule changes to better include rural counties. In the roll call for the minutes, Council member Jenkins recorded an abstention; the motion passed.

Adoption of the 2023 legislative report and delegation of edits: Staff presented the council’s annual 2023 legislative report, described distribution plans and dissemination options, and invited public comment on breadth and reach. The council voted to adopt the 2023 legislative report and also delegated authority to the CCJBH executive officer to make final updates during the review process; the motion carried by roll call.

The meeting record shows public comment was taken on each item before votes, and staff noted the council will continue outreach and consider broader distribution (legislative copies, email blasts, webinars) to relevant policy and operational audiences.
