Nueces County approves two-step solicitation to seek developer for fairgrounds-area housing

Nueces County Commissioners on Wednesday approved a two-step procurement to solicit developers for about 162 acres next to the Richard & Orchard Fairgrounds in Robstown, aiming to attract proposals that pair private investment with public infrastructure improvements. The court adopted a P3-style 2267 procurement — qualifications first, then detailed proposals — and authorized publishing the notice of solicitation.

The project area, inside Robstown city limits near Highway 44 and U.S. 69, has drawn interest because of housing demand and existing fairgrounds infrastructure. Commissioner Daniel Matos, who led the item, said the county wants to “seek a partner and help direct development” so it can advance public goals such as stormwater improvements, trails and housing diversity.

Blakely, legal counsel to the county, told commissioners the procurement lets the county evaluate a basket of values — money offered, on- and off-site improvements, phasing and proposed housing mixes — rather than just awarding to the highest bidder. She said the county may still choose to sell the land if no proposal meets its goals, but the RFQ keeps options open.

John Vols of the Robstown Area Development Commission and Mayor Blakely Gomez urged cooperation and noted utilities are nearby; the city would be the permitting authority for future construction. Commissioners asked staff to include clear language permitting the county to accept no proposal, to require qualified respondents, and to preserve options such as an outright sale if that's preferable.

The motion passed by voice vote. Staff were directed to refine the solicitation language, return the final RFQ for review before publication and seek proposals that advance county goals including drainage, fairgrounds compatibility and housing diversity.
