Committee releases several bills: parking-app fee limits, Holland Tunnel garage sale, telecom easement and Taiwan resolution

The State and Local Government Committee released several bills and a resolution during the same session.

A3765: The bill would amend the parking-authority law (RS 4052-1) to permit municipalities and parking authorities to contract with online parking-payment providers only if contracts prohibit charging users during times when parking is prohibited or when parking is free. The sponsor recounted a personal incident involving an app payment followed by a ticket; the committee voted to move the bill.

A2608 (and Senate counterpart S7411): The bill authorizes the state treasurer to sell and convey the Holland Tunnel Service Garage and its improvements to the Port Authority of New York and New Jersey for $1; the property was declared surplus and the conveyance does not require additional legislative approval. The committee voted to release the bill as amended in a combined vote.

A4178: The measure authorizes the treasurer to grant a temporary deed of easement of 0.5175 acres at the Seager National Training Center to Confluence Networks LLC to use an existing underground telecom infrastructure for a new submarine cable system. There was no testimony; the committee released the bill.

AR128: A commemorative resolution marking anniversaries of the Taiwan Relations Act and the New Jersey–Taiwan sister-state relationship was released by the committee on unanimous voice/roll-call.

All items were released by committee roll-call votes and will proceed to the next steps of legislative consideration; release from committee does not enact the proposals into law.
