The Vermont House on Saturday concurred in the Senate proposal of amendment to H.121, an act relating to enhancing consumer privacy, after a report from the Commerce and Economic Development Committee.
Member from Bradford summarized committee changes: two definitions were added to the Vermont Data Privacy Act (including health-care components and hybrid entity), the 'dark pattern' definition was slightly edited for the age-appropriate design code, and a health-care data exemption was reset to an entity-level exemption. The committee also noted a two-year entity-level exemption for public utilities expiring July 1, 2026, and several changes to the private right of action — including delaying its effective date to Jan. 1, 2027, adding a study and reducing the sunset from three years to two years (Jan. 1, 2029).
"This proposal continues to offer rigorous protections and privacy for Vermonters," Member from Bradford said, and the committee requested support for concurring in the Senate's amendments.
