The Vermont House of Representatives met in session and passed three bills on third reading and approved motions to move two other bills to different committees.
On third reading the House approved H.518, 'an act relating to the approval of amendments to the charter of the town of Essex.' After the title was read, Madam Speaker put the question; by voice vote “the ayes do have it,” and the bill was passed.
The chamber next passed H.554, 'an act relating to approval of the adoption of the charter of the town of South Hero.' The title was read and the House approved the bill on a voice vote.
The final bill on the action calendar, H.659, 'an act relating to captive insurance,' also passed on third reading after the question was called and members responded 'aye.'
Earlier in the session the House considered procedural motions to reassign committee jurisdiction. A member from Middlebury moved that the House Environment and Energy Committee be relieved of House Bill 586 (an act relating to flood protection and climate resilience infrastructure and financing) and that the bill be committed to the Committee on Ways and Means; the motion passed by voice vote, and HB 586 was committed to Ways and Means.
The member from Middlebury also moved to relieve the Environment and Energy Committee of House Bill 673 (an act relating to Vermont's outdoor recreation economy) and to commit it to the Committee on Agriculture, Food Resiliency, and Forestry; that motion likewise passed by voice vote.
The House took several calendar and concurrence actions earlier in the session. Joint Senate Resolutions 38 and 39 (both concerning trustees and election procedures for the Vermont State Colleges Corporation) were read by title and placed on the calendar for action on the next legislative day under House Rule 52. JRS 40, concerning adjournment timing on Jan. 26, 2024, was read by title and adopted in concurrence after a voice vote.
