Speaker 1 opened the meeting describing the northeast-corner project and said developers told staff they have "5 definite leases out for signature right now," including an anchor tenant, and that they expect to begin construction within 60 days if lease signings proceed.
Commission members pressed staff on the competitiveness of the corner across the street and on traffic and access. Staff (Speaker 2) said no major intersection reconstruction is expected but that off-site improvements such as right-turn lanes and access points will be required and that a median with the county is being considered. Staff confirmed a site-plan submittal was made on Oct. 18 and that a second, improved submittal has been received for review.
Speakers noted tenancy for much retail development is user-dependent: some portions of the property appear solid while other areas are still considering prospective users, and final layout will respond to tenant needs. Commissioners recommended small-group review sessions with staff and developers before the site-plan comes to the board so members can provide input on design, pedestrian amenities and parking integration.
Panelists also discussed how to balance attracting competitive tenants and protecting long-term town goals and character; one commissioner emphasized the need to "future-proof" the site by using multiple smaller anchors rather than a single large anchor to preserve tax bases and flexibility.
Staff said the site-plan process will be iterative, and if the board disapproves a site plan the developer has appeal rights to the town council (subject to the town's zoning ordinance). Staff said they expect the site-plan to approach the community in March but cautioned dates are dependent on developer performance and subsequent submittals.
Next steps: staff will continue detailed review, run small-group sessions with board members to identify concerns and prepare the site plan and related materials for formal consideration in coming months.
