The Vermont Senate accepted and adopted the committee of conference report on H882, the capital construction and state bonding bill.
Senator from Essex, the conference reporter, outlined key adjustments: $125,000 was made available immediately for a study to evaluate converting a South Burlington women’s facility into a men's reentry site once women vacate the current site; language ensured a hatchery in Salisbury remains open with stocking capacity intact through Dec. 31, 2027; $50,000 was included to support upfitting the Essex facility so it can provide 6–8 reentry beds sooner than originally planned; $100,000 was identified to study the Springfield site options (tearing down, remediation or winterization) and the bill clarified some wording around furnishings and a Williston public safety fuel station.
The reporter said committee work retained nearly all requested projects and in some areas improved language for forensic and reentry facilities. Committee members praised restored language and local historic site funding; the Senate accepted the conference report by voice vote. A senator asked for clarification about authority to purchase land for a new reentry facility; the reporter said the commissioner of Buildings and General Services, in consultation with the commission of corrections, may purchase land if state‑owned sites are not available and that committee oversight will monitor purchases.
Senators noted the bill’s adjustments were intended to keep projects on schedule and preserve program-specific language while enabling immediate studies and modest preliminary funding.
