The Roseburg City Council authorized an intergovernmental agreement with the Oregon Department of Transportation for right-of-way services related to the Parker Road Bridge (Newton Creek) replacement project.
Public Works staff said the city applied for and accepted a Local Bridge Program grant and previously authorized an IGA for project delivery; because Roseburg is not a certified local agency under Federal Highway Administration (FHWA) rules, ODOT will perform right-of-way acquisition services. Staff characterized the project as being in early design stages and said any right-of-way takings would return to council per ORS 35.235 and ORS 35.610.
Council asked clarifying questions about project scope, potential property impacts and whether sidewalks or bridge-surface changes were planned. Staff said the project intends to add sidewalks and bring the bridge up to current standards; design details and any necessary acquisitions would be determined later. Council authorized execution of the IGA by motion.
