Caldwell County Commissioners Court voted May 28, 2024, to adopt Resolution 152024, finding the county has no objection to a proposed affordable rental development at Highway 21 and FM 1966 in Maxwell and supporting the applicant's submission to the Texas Department of Housing and Community Affairs.
The resolution certifies the county received notice of the applicant’s intent to file for noncompetitive 4% housing tax credits or private activity bond allocation and that statutory public‑notice requirements were met. The applicant is identified in the resolution as Maxwell Leased Housing Associates I, L.P., proposing 312 units.
Commissioner Theriault recommended approval and took pains to clarify the county’s action was not a local tax abatement or incentive tied to local property taxes: "This is not, an abatement or incentive, related to, local taxes at all," he said. After the court read the resolution, members voted in favor and the motion carried by voice vote.
The resolution authorizes county staff to provide the required certification of no objection to the Texas Department of Housing and Community Affairs and to proceed with the administrative steps necessary for the applicant to pursue tax credits or bond financing.
