Sponsors of a proposed resolution asking the city to consider a moratorium on construction of new residential developments composed of four units asked the committee to consider the policy’s objectives. Committee members said they had received notice that departmental briefings (including with planning and the city solicitor) were expected and advised the sponsors to meet with staff to clarify the scope (citywide vs. targeted areas) and to prepare a written proposal.
Because departments and staff were not present to advise on legal and implementation questions, the committee voted to keep the item in committee for one month to allow the sponsors to confer with the city solicitor and relevant department heads and return with a finalized product. The committee clarified that the usual process is to meet with departments outside the public committee meeting and then bring the refined proposal back for committee consideration.
No moratorium was enacted at the meeting; the item was tabled for one month for further drafting and staff consultation.
