Committee reviews admin reg for service animals and raises insurance, liability questions

Perkiomen Valley administrators brought forward an administrative regulation outlining how the district will handle service animals, therapy dogs and animals in training. The AR clarifies procedures when a teacher or staff member proposes bringing an animal in training (for example, a Seeing Eye puppy) into schools and emphasizes the need for documentation.

Board members asked specifically how liability and bonding would be handled when the animal is not provided by a vendor or agency but by an individual raising or training a puppy. Committee members requested that the AR explicitly require a certificate of insurance, define who holds liability, and clarify whether students (rather than only staff) raising seeing‑eye puppies could participate in the program. Administration agreed to review and insert clearer insurance and certification requirements before returning the regulation for further consideration.
