Director Craig said some local tuition rates for postsecondary programs remain extremely low—he cited examples of program tuition below $2 per hour—and argued that such rates can reduce local ability to operate and expand programs. He urged superintendents to examine tuition locally, use existing federal (Pell) and state (Oklahoma Promise) financial aid opportunities, and consider local scholarships or foundation support to maintain affordability while capturing funds needed to serve more students.
Board members discussed local control and sensitivity to percentage increases for low-dollar tuition. Craig and other agency staff emphasized the agency would not force changes but offered technical assistance and best-practice sharing for districts that want help reviewing rates. The board approved issuing the letter by motion and roll-call vote.
Members framed the measure as a study and encouragement rather than a mandatory policy change; the agency will collect requests for assistance from local boards and share recommended practices for balancing affordability with program sustainability.
