The Oklahoma CareerTech state board voted to change its hiring approval policy, moving the board-approval threshold from pay band 14 to pay band 17.
Board members discussed governance trade-offs and the timing of the change during the fall hiring season. The agency's rulebook currently ties some appointment processes to board review; legal staff from the attorney general's office (identified in the meeting as Nikki) advised the board that a policy change could be implemented quickly, but that related administrative-rule language would need to be updated through the formal promulgation process if the board wanted to permanently shift oversight away from the board.
Several board members said most state agencies leave routine hiring authority with their director and reserve board approval for more senior positions. The board proposed raising the band that triggers board approval so the director may make more hiring decisions directly while the board retains oversight for senior leadership.
A motion was made and seconded to require board approval for positions at pay band 17 and above and to allow the director to approve positions below that threshold. The board conducted a roll-call vote; the motion passed with the voting members present recorded as voting "yes." The board clerk recorded votes by roll call after the motion.
Board members asked that any immediate changes be accompanied by a later review of policy and regulations to ensure consistency and to decide whether a dollar threshold (for example, an $80,000 or $90,000 salary floor) might be a better long-term governance tool than banding.
Next steps: the board's staff and legal counsel will draft the policy amendment and, if needed, follow the administrative-rules process to align regulations with the new policy.
