District staff walked the budget and finance committee through major-object 800 and sub-object 809100 (debt service) during the March 25 meeting, explaining how interest, principal and PlanCon reimbursements are reflected in the district's budgeting.
Pat (district finance staff) said the district budgeted roughly $9.6 million in major-object 800 and explained that interest and miscellaneous categories make up the bulk of that figure. He reported gross annual debt service of about $18.8 million and noted that after state PlanCon reimbursements the net debt service falls nearer to the recovery-plan target. "Bringing that down net of the Plan Con reimbursements ... does put us right around that 10% or so," Pat said.
Committee members discussed peer-district comparisons (spanning roughly 5.5% to 11% of expenditures in the sampled urban districts) and the district's practice of preparing a preliminary budget and applying, if needed, for Act 1 index exceptions. Directors asked for continued staged reviews of budget codes and supported staff's proposal to bring refined materials to a work session so members could provide direction ahead of the preliminary budget process.
Next steps: staff will prepare additional materials for an April work session that will feed into the district's May and December budget schedule.
