A Hancock Associates civil engineer presented a notice of intent for stormwater improvements at Connoisseurs Product Corporation’s property on Presidential Way. Matthew Connors said the project expands an existing use and adjusts an existing detention/infiltration basin and associated outlet control structure to accommodate new impervious surfaces behind the building. He told the commission the wetland delineation is topography‑based and that most work falls outside the wetland buffer.
Commissioners expressed uncertainty about whether the existing infiltration basin is sized to accept additional runoff from the proposed pavement and asked for either a certification from the city engineer confirming compliance or a formal peer review of the stormwater design. Commissioner 7 and other commissioners recommended requesting a peer review (often a three‑reviewer panel) if the city engineer cannot certify the design; the commission voted to seek peer review and continued the public hearing two weeks to allow the applicant to pursue those steps.
The applicant agreed to contact the city engineer to request certification and to let the commission know whether they will proceed with peer review.
The commission recorded a motion to seek peer review, approved it by voice vote, and continued the Connoisseurs hearing to the next meeting to allow further materials to be prepared.
