The Woburn City Council on May 7 approved a mix of routine motions, permit extensions and a conditional special permit while receiving a major presentation on complying with the MBTA Communities law.
Votes at a glance: The council referred an order to transfer $255,000 to WHMS teachers' salaries to the Committee on Finance (motion and approval); referred a $2,053,000 ambulance transfer to fire department accounts to Committee on Finance; referred electricity community‑aggregation item (Mass. Gen. Laws ch.164, §134) to Committee on Liaison; granted a two‑year extension of a special permit for 810 & 810‑10 Green Street until July 30, 2026 with an explicit condition that the property be maintained (landscaping and cleanliness); extended the special permit at 6 Draper Street (VR Inc.) for one year to May 12, 2025; continued Eversource's petition to June 4, 2024; and granted Connoisseurs Products a special permit for an approximately 43,179 sq. ft. addition at 17 Presidential Way with eight conditions, including rodent control reporting, snow‑storage planning, dumpster compliance, as‑built plans, installation of a fire hydrant, signage for grass‑paved access, and year‑round maintenance.
Connoisseurs Products: Attorney Joseph Tabby summarized the project and proposed conditions after communications from Deputy Fire Chief George Poole and the city engineer. Council accepted the proposed conditions as a working draft and then voted to grant the special permit with the eight conditions and the necessary finding for a nonconforming structure. The conditions require preconstruction rodent control measures (with monthly reporting to the Board of Health and Inspectional Services), submission of a snow‑storage and removal plan before a building permit is issued, and installation of a fire hydrant at the rear of the building as identified by the fire department.
Other business: The council received and acted on several license renewals, committee reports and mayoral appointments (for example, Kathleen A. Lucero to the Woburn Public Library Board of Trustees). The council adopted committee reports and referred communications from state and municipal officials to appropriate committees as indicated in the agenda.
Procedure and next steps: The MBTA Communities presentation dominated the evening's discussion and was referred to the Committee on Liaison for additional public meetings and detailed analysis. Multiple permit hearings were continued to the council's June meeting or to committee as noted.
The meeting adjourned at 9:05 p.m.
