The Woburn Planning Board voted on March 12 to extend the construction completion date for the Highview Estates subdivision and to require written notice 90 days before any mobilization, following a staff update that a settlement agreement with Eversource related to blasting has been reduced to writing and signed by Senko/Sanco Builders.
Counsel told the board the settlement agreement with Eversource has been executed by the developer and that a signed copy was expected to be circulated to the board. Developer Michael Santullo of Sanco/Senko Builders told the board he needs time to re‑estimate costs and secure financing after years of delay and that the project will likely restart only after other currently ongoing projects are completed. He said the subdivision will include roughly 10 houses.
The board unanimously approved an extension of the completion date (one‑year extension, with the new target of April 1, 2025) and attached conditions requiring a 90‑day pre‑mobilization notice with a proposed construction schedule and interim updates to the board if timelines change. The board indicated it expects the developer to bring a comprehensive construction plan and timeline in follow‑up sessions, and asked for notice if additional time will be requested before the extended deadline.
