Board members at the Unionville-Chadds Ford School District work session on April 8 discussed whether to revise the district's proofs-of-residency administrative guideline to require a photo identification as part of enrolling a student.
Doctor Ryder, who led the policy review, said the guideline currently allows families to choose items from two lists of acceptable documents and that photo ID is one option, not a requirement. "So it's on the list now. It is one of the opportunities that a family has to provide, but it's currently not the only required opportunity," he said, describing the change as something under consideration while the item is at second reading.
Board members asked how a requirement would affect access. One member asked whether families who cannot produce a photo ID would simply be turned away; Doctor Ryder responded they would continue the enrollment process with other documents, and staff including social workers would follow up when necessary. He noted federal protections under the McKinney-Vento Act for students experiencing homelessness: "Assuming that they meet that criteria, we are required to enroll them as soon as possible; they would not need to provide this information necessarily," he said.
Supporters on the board said a photo ID could improve security by helping confirm who is registering a child. A member pointed to the practicality of a driver's license compared with securing homeowners or mortgage documents. Opponents warned that requiring a PA photo ID could create a barrier for families who have not yet updated licenses after moving or who lack easy access to such documents.
District administrators offered compromises: accepting passports or other government photo IDs, considering photo ID as an optional third document rather than the only required item, and adding procedures to ensure students are enrolled immediately when eligible. Doctor Ryder said the administration will review historical policy language, examine surrounding districts' practices, and report back; no formal change or vote occurred at the work session.
Next steps: administration will return to the board with additional information and recommendations ahead of the May work session, when the policy remains scheduled for further discussion.
