Unionville-Chadds Ford School District staff provided an informational update on gifted services at Patton Middle School, saying the item is not a voting matter but that staff will work with legal counsel and stakeholders to align services to Chapter 16 of the Pennsylvania code.
Mr. Hoffman opened the update by saying the district had heard public comment and would pause planned changes to better engage constituents. Ms. Brown and a presenting administrator reviewed differences between gifted education (Chapter 16) and special education (Chapter 14), noted that gifted students may receive services through a GIEP (Gifted Individualized Education Plan), and emphasized the individualized nature of gifted programming.
Presenters said stakeholders stressed social-emotional supports for gifted learners, differentiation in general-education classrooms, and clearer communication with families. Ms. Brown said the district plans to convene stakeholder groups, use legal counsel with expertise in gifted education to ensure compliance, and align any recommendations with the middle-school master-schedule work to avoid premature program changes that could be unsustainable if the schedule later changes.
"The most important component of chapter 16 is that individualized focus really on goals and areas of strength related to that student's giftedness," a presenter said. Staff said they would continue running parent-support group UPRISE and include representatives on any planning committees. The update concluded with a pledge to return recommendations to the board after stakeholder engagement and legal review.
