Representative Jeff Ehlers (District 21, Meridian) asked the committee to introduce RS32138, a proposal aimed at reducing the nighttime nuisance of continuously blinking red obstruction lights on wind turbines by allowing radar-activated systems that illuminate only when aircraft are nearby. "Imagine living in the same house for 40 or 50 years, and then a windmill farm is, placed very close to your house, and they have the blinking red lights that now come into your, windows in the evening," Ehlers said. He told the committee the lights are required for aircraft safety but that available radar technology can detect approaching aircraft and trigger lights only when necessary.
The bill would require Federal Aviation Administration approval for the system and would give wind operators 24 months to install the devices if the technology is approved. "It has to get FAA approval, so this bill allows for that. It also allows for 24 months, to install these devices," Ehlers said, adding that "10 states, already have these devices installed and are proving the safety of it." He offered to bring a company representative to a full hearing to answer technical questions.
Representative Nicholson moved to introduce RS32138. With no discussion, the chair took a voice vote; members answered "aye," and the chair declared the motion carried. The committee did not record a roll-call vote during the introduction. The measure will proceed to a future hearing where technical witnesses and FAA guidance can be presented.
