"This is, as you see, a C1, this correction," Handy said. He told the committee the change responds to concerns about starting in an area where no one has had to cover loads for a long time and that the bill now focuses on the interstate system. Handy asked the committee to print the corrected version for further consideration.
Representative Nicholson moved to introduce the C1. The chair called the vote and announced "nay," declaring the motion failed; no roll-call tally was recorded in the transcript. The bill will not proceed from this committee in its current form unless reintroduced.
