The Shelton Planning & Zoning Commission approved final site development plans Jan. 8 for Trader Joe’s at Fountain Square, voting 6–0 to accept the applicant’s revised grading, parking, circulation and building elevations.
Attorney Dominic Thomas and the project design team described the latest revisions and explained why the tenant requested the building orientation that is now before the commission. Engineer Manny Silva summarized grading, utility and stormwater work; architect Pat Rose presented building materials and a front-corner entrance designed to match the center’s visual motif. “The building is in on the cliff … the entrance is this front corner facing Bridgeport Avenue,” the design team explained during the presentation.
Commissioners also noted the project required changes to a previous plaza concept: flipping the building pad lowered the grade at the entrance area and meant the deep decorative fountain shown in earlier renderings no longer fits the revised ramp and parking geometry. Project engineers said pedestrian connections across the site remain and staff will continue to work on feasible placemaking features for later phases.
The final vote followed a separate, earlier discussion about a Fountain Square pylon sign that was tabled to allow alternate designs. That sign review generated lengthy debate over whether large national tenants should occupy the most prominent panels on the center sign and whether the 'Fountain Square' identity should remain visually dominant. Commissioners tabled the sign application 6–0 and asked the applicant to return with alternate layouts that preserve the center’s identity.
Why it matters: Approval clears the way for site work and tenant fit-out for Trader Joe’s, a national grocer whose presence is expected to increase traffic to the center. The commission’s earlier decision to table the multi-tenant pylon sign shows commissioners balancing tenant visibility with center identity and neighborhood character.
Next steps: With the final site plans approved, the applicant can proceed to obtain building and site permits consistent with the approvals and fire‑marshal conditions.
