At its Jan. 15 meeting the Torrington Planning & Zoning Commission set public hearings for several items: a 2‑lot resubdivision at 53 McDermott Avenue (applicant Scott Olsen) for Feb. 12, 2025; Special Exception SE‑25‑1/site plan #1549 (retaining wall at 113 Richard Road) for Feb. 12, 2025; and proposed zoning regulation amendments — including changes to section 5.12 (nonconforming uses), section 6.4 (excavations) and section 6.5.4 (multifamily housing conversion) — for Feb. 26, 2025.
Staff and commissioners noted minor edits to the draft amendment language before the public hearing. A speaker raised the need to align restoration and landscaping language (tree caliper size adjustments and references to native plants) with an earlier landscaping amendment, and to clarify when 4‑foot fencing on slope tops is required versus when slopes are actively under construction.
The scheduling votes were taken by voice vote and carried. Staff said it will prepare materials for public review and circulation ahead of the hearings.
