Representatives of Enterprise Fleet Management presented a scaled pilot proposal to the Osage Beach Board on Jan. 16 proposing a leased fleet approach for police and public works to reduce capital pressure and improve lifecycle planning.
The presenter said the police department had budgeted roughly $118,000 for vehicle purchases and that, under the Enterprise model and after upfront equipment and equity returns from trade‑ins, the projected net lease payments would reduce the police budget to roughly $94,000 for the current year while providing five police interceptors and one administrative vehicle. For public works, the presenter said three vehicles could be added via lease with lease payments and aftermarket equipment estimated at about $166,000 total for the year versus higher cash purchase costs.
Board members discussed the mechanics—equity leases versus net lease, state contract procurement and how sale of existing vehicles would offset costs. Alderman Rucker moved to table the first reading of Bill 25‑04 (the contract authorization) until the next meeting to allow an absent alderman to participate; the motion carried. No contract was executed that night.
Board members asked staff to return with additional information, and the item will be on a future agenda with absent members present for deliberation and vote.
