County narrows animal‑sales ban to grandfather established sellers; ordinance passes 3–2

The Board of County Commissioners voted 3–2 to adopt an amendment to the county’s animal services ordinance that would grandfather businesses that were lawfully operating on March 31, 2022, allowing them to continue retail sales of dogs and cats provided they meet the ordinance’s specified requirements.

Business owner Dawn Raymond of BFF Puppies addressed the board and said she had met with animal services staff and joined the Better Business Bureau to show compliance and transparency. "I took the time to listen to the concerns that were brought up," Raymond said, and provided a 12‑month sales report and assurances about pricing and customer education.

Supporters on the board and in the public noted that the proposed amendment contains strict requirements, including sourcing and rehoming conditions, intended to prevent unscrupulous sales practices alleged of a prior owner. Opponents argued the change effectively grants a permanent competitive advantage to the existing business and leaves no sunset clause, calling it a potential local monopoly.

One commissioner said the amendment "creates a monopoly forever and ever" and objected on that ground; other commissioners responded that the ordinance corrects past problems and provides necessary controls. After discussion and a roll call by voice, the clerk recorded the motion as passing three to two.

Staff and supporters urged the board that drafting strict operational requirements for any grandfathered seller would protect animal welfare and maintain consumer protections. The ordinance specifies that grandfathered businesses must comply with inspection, sourcing and rehoming conditions set by county animal services; the board did not vote to repeal broader county prohibitions on retail pet sales outside the grandfathering clause.

The board also heard two members of the public and a representative for the business who expressed appreciation for staff communication and encouraged approval. The measure moved forward with a narrow majority and will be implemented under the county’s animal‑services enforcement and inspection processes.
