Ed Dendor, the bonded transportation program administrator, and Carlos Campos of WGI presented the Sand Ridge Road (County Road 739B) project and recommended an agreement with Kiewit Southeast for construction management at risk.
Dendor described the scope as roughly 2.8 miles of three-lane divided roadway with grass median, closed drainage, ponds, bike lanes and sidewalks. The recommended guaranteed maximum price is $25,342,825 with incentives and disincentives tied to schedule; the target completion date for the work package was March 25, 2025. Commissioners asked about sequencing and utilities; the team said the initial work would move utilities and clear corridors within 60 days of contract execution, with major lane work slated for the next construction season.
The commission voted to approve the agreement unanimously.
