County staff to return with nonprofit funding application and scoring details after partner feedback

Victoria Hatner of Community & Social Services briefed the board on suggested changes to the county’s nonprofit funding process following outreach to legacy nonprofits and partners. Key suggestions included reducing the emphasis on a single annual funding focus (to avoid forcing service changes), lowering the weight of "sustainability" in the scoring matrix while keeping reporting requirements, maintaining legacy funding options for returning organizations, allowing headquarters outside Clay County if services are provided locally, and expanding eligible 501(c) designations (e.g., including 501(c)(4), (7), (19), (3) types referenced in the staff presentation).

Hatner said staff will push the application opening back by a couple of weeks to allow community meetings for nonprofits to better prepare, and will return to the board with a full application packet, scoring demonstration (sample application run through the matrix), and reporting requirements for funded organizations. Assistant County Manager Troy Nagel said staff can produce the detailed application and scoring documentation ahead of the next BCC meeting if that is the board’s direction; commissioners expressed interest in receiving materials in advance to allow informed questions at the subsequent meeting.
