The Southmoreland School District board on Tuesday approved a contested personnel hire and an early-retirement incentive plan after extended debate over staffing needs and fiscal impact.
Board members debated personnel log item 3, which the administration described as a replacement secretary position with payroll and office-management experience and a 90‑day probationary period. One board member challenged the necessity and cost — citing roughly $70,000 total annual cost when benefits are included — and argued duties could be reassigned. Defenders said the action was a replacement, not a new position, and criticized public disparagement of administrative assistants.
After the board called the question to end debate, a roll-call vote approved the hire 6–3. The roll-call as recorded in the public meeting transcript listed the following votes: Doctor Fike — No; Mister Freund — Yes; Missus Geier — Yes; Mister Grabiak — Yes; Missus O'Rear — Yes; Mister Olson — No; Mister Shipley — Yes; Mister Recipiter (recorded) — No; Mister Yutze — Yes (final reported tally 6 yes, 3 no).
The board also approved an Early Retirement Incentive Plan for qualified staff for 2024 (vote recorded). During public comment earlier, Dr. Fike had said the district has paid about $8.3 million in ERIP payouts historically and cautioned the new plan could add roughly $500,000; the solicitor and other members pushed back when some numbers cited were said to originate in executive session.
Separately, board members noted an information‑security issue: employee-identification numbers had been published in a personnel document; the solicitor said employee numbers are exempt from disclosure under Right to Know law and recommended redaction going forward. The board approved several other personnel items, including FMLA acknowledgements and an unpaid-leave request.
