The San Bernardino Planning Commission on Wednesday approved Conditional Use Permit 23-21 for a roughly 2,200-square-foot fast-casual restaurant with a drive-through at 1050 East Harriman Place in the shopping center known as The Hub.
Planning staff told commissioners the site sits within a CR-3 zone and the Transit Overlay District and is adjacent to a Costco, Sam’s Club and the San Bernardino Residence Inn. Staff said the proposed drive-through would allow queueing for up to 10 cars, with room for six cars at the menu board, and that the restaurant requires 22 parking spaces under the city code. Because the center has a reciprocal access agreement, staff said the project exceeds required parking and meets circulation standards. Staff recommended adoption of Resolution No. 2025-006 and a CEQA categorical exemption under section 15303 for small structures.
At the public hearing, Sarah Davis, who identified herself as general manager representing residents in San Bernardino, said she was worried shared parking could lead to guests being towed and asked how the project would affect hotel guests’ parking. Planning staff said the reciprocal access agreement covers center users and that the restaurant’s use would not prompt towing tied to this permit.
With no further public comment, a commissioner moved to adopt staff’s recommendation. The commission voted to approve the conditional use permit by unanimous roll call. The approval was subject to the standard conditions described in the staff report.
The project now proceeds under the conditions in Resolution No. 2025-006; any changes that expand operations beyond the approved plans would return to the commission for review.
