The San Bernardino Planning Commission approved Subdivision 23-03, Tentative Tract Map 20613, to subdivide a 4.64-acre parcel into 14 single-family lots and construct 14 homes.
Senior planner Michael Rosales presented the proposal, which includes two single-story architectural plans (traditional and country), perimeter block wall and drought-tolerant landscaping. Staff said the project is consistent with the general plan and development code and recommended a CEQA categorical exemption under section 15332 for infill development. Primary access would extend Rosemary Lane into the new cul-de-sac; lots 1–3 would have direct access from Belmont Avenue.
Commissioners and members of the public raised questions about accessory dwelling units (ADUs) shown on the plans. Staff clarified that ADUs in the submittal are shown for reference only and that ADU approvals are ministerial building-permit actions; they are not part of the commission’s approval of the 14 homes. Staff explained recent state statutory changes mean owner-occupancy is no longer required for ADUs and that, under current law including SB 9 considerations, property owners may pursue certain additional units. Staff also said ADUs may be counted toward the city’s RHNA (Regional Housing Need Allocation) totals.
After questions about parking, cul-de-sac configuration and potential future vacation/rededication of the cul-de-sac bulb, a commissioner moved to adopt staff’s recommendation. The commission approved the subdivision and associated development permit by unanimous roll call. Staff noted follow-up coordination with Public Works and Building & Safety will finalize construction and permit details.
