University of Maryland Global Campus leaders and a DLS analyst presented enrollment trends, financial updates and priorities to the subcommittee.
DLS analyst Kelly Norton summarized UMGC exhibits showing undergraduate enrollment reached 50,793 in fall 2023 and noted institutional aid rose to about $17.3 million in FY23. Norton told the committee that, under Chapter 160 of 2023, sale proceeds from a nonresidential campus can be used for operating expenses with approval from the University System of Maryland Board of Regents and the Board of Public Works, and flagged UMGC’s sale of Largo properties: a $75 million sale that netted roughly $72 million after brokers’ fees. DLS asked UMGC to provide details on intended use and whether proceeds would reduce planned transfers from the fund balance.
UMGC President Greg Fowler described the university’s mission to serve adult learners and highlighted workforce partnerships, the Maryland Completion Scholarship program and requests for continued support for scholarship funding, building renovation and state consideration of COLA and merit funding. Fowler noted UMGC received approximately $57.3 million in state appropriations in FY23, representing roughly 13% of its unrestricted operating budget, and emphasized UMGC’s role in serving transfer students and veterans.
DLS requested further information from UMGC on plans for sale proceeds and other funding movements; the subcommittee did not take formal action on UMGC items at the hearing.
