SB771 / HB945 and related certification bills: MSDE explained bills that reorganize initial-certification requirements by clarifying measures of basic knowledge (basic-skills assessments and GPA) separate from measures of teaching ability (induction programs or national portfolio assessments). MSDE indicated it supported many changes with amendments drafted in coordination with stakeholders to preserve reasonable pathways for licensure and avoid creating additional barriers for out-of-state candidates seeking Maryland certification.
SB937 / HB1157 (Grow Your Own Educators Grant): MSDE summarized a startup grant program administered by the department that would provide $5,000,000 in appropriation to support education support professionals pursuing teacher licensure. MSDE said it supported the bill with amendments to expand eligibility to conditionally licensed teachers pursuing full licensure.
HB1191 (Interstate Teacher Mobility Compact): MSDE described a bill to adopt model compact language that would make Maryland the eleventh member of the Interstate Teacher Mobility Compact, enabling reciprocal recognition of credentials among member states. MSDE supported the bill as a workforce pipeline strategy.
Other blueprint-related bills: MSDE flagged an omnibus blueprint bill (SB1102 / HB1426) with provisions on childcare, pre-K and CTE that include an expansion to the National Board Certification Fee Incentive Program. MSDE reported collaboration with the AIB and the State Board on those elements.
