Calistoga council approves stipend increase for future council members (4–1)

The Calistoga City Council voted on Dec. 19 to increase the monthly stipend for council members to the state maximums (staff referenced a $950/month cap) as part of an effort to reduce economic barriers for prospective candidates.

City Manager briefed the council on the state framework that limits stipend adjustments for general‑law cities and noted the change would not apply retroactively; increases take effect only when a new term begins. Supporters said the modest stipend recognizes the time commitment of council service and may encourage more candidates from diverse backgrounds. Mayor Williams voted in dissent and several councilmembers discussed but declined to tie the stipend to term limits.

The motion passed by roll‑call vote 4–1. Staff will implement the administrative changes and ensure the stipend increases apply only at the start of new terms as required by state law.
