The Riverbank City Council on April 23 approved an employment agreement that appoints Joshua Mann as the city’s Director of Community Development, with a start date of May 6, 2024.
Staff described Mann’s recruitment and background (bachelor’s in rural and town planning from CSU Chico; experience with Mid Valley Engineering and prior planning roles). The agreement provides a three‑year initial term, a base salary (as presented in staff materials), eligibility for health, vision and dental benefits (employee contribution of 15% for premiums), participation in CalPERS under the 2% at 62 PEPRA formula, a $50,000 city‑paid life insurance policy, vacation and sick-leave accrual consistent with city policy and other standard executive benefits including professional development and a cell phone stipend.
Joshua Mann addressed the council and thanked staff and council for the opportunity; the council approved the resolution on a 5–0 roll call.
What’s next: Mann’s employment begins May 6; staff and council indicated plans to integrate him into current community development priorities.
