The Loomis Town Council on May 10 presented a formal proclamation honoring Roger Carroll, the town’s longtime finance director and elected treasurer, who was killed in a hit‑and‑run bicycle accident on April 8. Council read the proclamation and handed a certificate to Carroll’s family, who thanked the council for community support.
The proclamation noted Carroll’s lengthy service: he began work for the town as a consultant in August 1994, moved to a full‑time role in July 1998 and had decades of involvement with the town and surrounding agencies. “He has left an indelible mark on all that he has touched that will leave an everlasting impression on the employees and residents of Loomis,” the proclamation reads. A family member told the council, “We appreciate the love and support that we've gotten from this town as we've been residents here since 1999.”
Council members and residents recalled Carroll’s role providing reliable financial reports that helped the council make decisions. Town staff said that, after Carroll’s death, an outside accounting firm was hired to manage payroll and vendor payments and that the town will continue interim arrangements while the council addresses the vacancies Carroll’s death created. Council members also discussed community memorial plans, including a proposed memorial ride and loop that residents urged the council to agendize for future consideration.
The presentation closed with remarks from Carroll’s family and repeated thanks from council members. The proclamation was dated and signed by Mayor Danny Cartwright.
