Loomis council adopts FY 2023–24 draft budget; staff to finalize Gann calculation and review Costco revenue

The Loomis Town Council voted to adopt two staff resolutions that present the FY 2023–24 operating budget and position allocations as prepared by former Treasurer Roger Carroll. Staff said revenues are estimated at $5,991,500 and expenditures at $5,596,000, leaving a projected general‑fund surplus of approximately $394,000. That projection assumes a half year of sales revenue from the planned Costco, which staff estimates would generate about $1.2 million annually once fully open.

Staff recommended adoption of the two resolutions and said the third routine resolution — the Gann (spending) limit calculation — will be prepared and returned for formal adoption in June or July. The manager’s presentation included recommended additions of one public‑works maintenance position (spread across departments) but deferred a proposed administrative analyst position given current staffing changes.

Public commenters urged clarity on the use of various funds, including the tree fund, and asked for earlier council consideration of how Costco revenue will be allocated; one council member asked staff to bring the Costco revenue allocation discussion sooner than a year‑end review. Council adopted the recommended actions by recorded vote with all members voting in favor.
