The Loomis Town Council on Monday appointed Councilmember Stephanie Youngblood to serve as mayor for the remainder of the year and selected Councilmember David Ring as mayor pro tem. The appointments were made by motion, second and unanimous roll-call vote.
Council presented a plaque to outgoing mayor Danny Cartwright in recognition of his service. Cartwright thanked colleagues and constituents and offered brief remarks about the experience of serving on the council.
In the town manager’s report, staff said the town has initiated early discussions about a Horseshoe Bar Road and Interstate‑80 interchange treatment in coordination with Caltrans District 3 and the Placer County Transportation Planning Agency, and that the town will need a cooperative agreement with Caltrans and a project study report prepared by a third‑party transportation engineering consultant; staff anticipates bringing a discussion item to council in February. The manager also reported that the economic development committee is refining community branding and that staff are exploring forming a solid-waste joint powers authority with neighboring jurisdictions to ensure regulatory compliance and more efficient franchise administration.
Council also received routine reports from the Loomis Library, South Placer Fire (302 calls department‑wide; Station 18 busiest) and a Placer County Sheriff’s Office deputy (year‑to‑date statistics, community outreach and fentanyl‑related programs and arrests).
