Summit County COG adopts policy allowing optional one-minute invocations at meetings

The Summit County Council of Governments voted unanimously April 17 to adopt Resolution 2023-01, which permits a voluntary list of individuals to offer an invocation, prayer or other brief spiritual or inspirational thought at the opening of COG meetings.

Dave (counsel) described the resolution as modeled on recent Supreme Court guidance and national association recommendations and explained the practical mechanics: the clerk will maintain a voluntary roster of speakers, notifications will be sent in order, and a one-minute time limit and content restrictions (no derogatory or exploitative remarks) are included.

Members asked clarifying questions about the difference between an "invocation" and a "prayer," whether volunteers must sign up in advance and how the roster would be managed. Dave said invocation could include a spiritual thought, poem or moral reflection and that a moment of silence would be used if no volunteers were available. Mayor Richins (represented by a proxy) emphasized the value of opening meetings with a moment of reflection or prayer; other members said the policy preserves neutrality by allowing varied expressions.

After discussion, Mayor Marsh moved adoption and Casey Ober seconded; the body approved the resolution by unanimous voice vote.

The vote changes the COG's meeting practice by formally allowing a short, voluntary opening remark; the resolution includes a clerical process for volunteer sign-ups and a periodic disclosure requirement for those on the list. The COG recorded no formal objections at the meeting.
