Summit County Council of Governments staff presented the transportation sales tax (TST) program status, project recommendations and proposed reallocation of previously approved funds. Staff said the program has more than $20 million in approved but unspent allocations and that four new projects applied this year: two by the county, one by Park City and one by High Valley Transit.
Staff described the projects under consideration: an SR‑32 trail center design through Camas, an active transportation plan update, Park City’s multi‑use path project along Three Kings/Thaynes Canyon (including a 12‑foot shared pathway and bus‑stop improvements), and High Valley Transit’s BRT design work. Staff clarified that some funding is for design and coordination with UDOT and other partners, while construction will rely on additional funding sources.
Staff also reviewed the Corridor Preservation Fund, explained a balance of longstanding approved projects (some dating to 2013–2019) that have not been realized, and proposed producing policy and procedures to manage project life, reallocation rules and cut‑offs for stalled projects.
On staff’s recommendation, a motion to forward a positive recommendation to the Summit County Council for all projects shown in tables 1–3 was made (mover: Speaker 2) and seconded (Speaker 1). The chair called for a voice vote; the motion passed by voice with 'aye' called and no recorded opposition. Staff will forward the recommendation and supporting packet to the County Council for final approval and any reprogramming actions.
