Summit County Board of Health certifies annual attestation checklist

The Summit County Board of Health voted unanimously Feb. 6 to certify its annual attestation checklist for the Feb. 2022–Feb. 2023 reporting period, confirming the board has reviewed items required by state law and arranging immediate signature and notarization.

Health officer (read into the record during the meeting) told members the checklist maps to state code 26-3-80 and covers three sections — the health officer, the board of health and the health department — and noted that portions of department funding are tied to completion of the attestation. The health officer asked the board to acknowledge participation, sign the form and take a motion to certify that minimum performance standards are being met.

An unidentified board member moved that the board check all nine Board of Health boxes on the attestation checklist and request the chair certify it; the motion was seconded and passed on a unanimous voice vote. Chair Chris Cherniak and staff completed the signature page during the meeting and arranged notarization before sending the document to the executive admin for the department audit file.

Board discussion included confirming the board’s role in the budget language and using the verb "endorse" rather than "adopt" when describing the board’s influence. Members approved an edited version of the Dec. 27, 2022 minutes earlier in the meeting where similar wording edits were made.

Next steps: staff will keep the notarized attestation as part of the department’s audit records and incorporate the checklist results into routine reporting to the county and the public.
