Summit County approved a county‑sponsored restaurant‑tax allocation to help finish a North Summit Recreation Special Service District project, county staff said during the council meeting.
Janna Young and North Summit representatives told the council the joint project began with a 2021 bond award and an earlier $2 million restaurant‑tax allocation; construction costs have risen and the district now needs additional funds to complete phase 3. Staff described eligible uses including utilities, landscaping (to maintain a turf warranty), underground electrical and sidewalks. The District’s application identified a remaining total need of $673,183.60 to finish the full project (including pickleball courts); staff presented a smaller interim request in some materials but acknowledged the full total when pressed.
Council discussed the balance in the restaurant‑tax fund (staff cited roughly $7,000,000, with about $450,000 budgeted annually for allocations), timing (construction completion could occur in November 2024 if funded this year) and reporting conditions (use‑of‑funds verification and return of any unused dollars). Tanya moved to approve the amended request of $673,183.60; Roger seconded. The council approved the allocation and staff confirmed that the application and reporting documentation would be retained and that unused funds would be returned.
