Ordinance 977 packages a set of primarily administrative amendments to the Sustainable Basin Development Code: it updates outdated references, incorporates state code language clarifying the criteria for zoning variances, and adds an explicit condominium plat process derived from state requirements to reduce confusion in how such plats are handled. Planning staff said these changes are administrative in nature and are intended to improve predictability for applicants; the Planning Commission recommended approval and no public comments were received at the hearing. The council approved the ordinance with a minor correction to the exhibit that listed the council chair.
Ordinance 978 modifies the Snyderville Basin Neighborhood Mixed Use 1 (NMU‑1) zone to allow single‑family attached dwelling units—an addition staff recommended based on community input and pending applications. A housing advocate from the Housing Resource Center at Mountainlands spoke in favor of the change at the public hearing. Council members said the amendment will allow smaller 'starter' homes in the basin and approved the ordinance as presented.
Both ordinances were adopted by voice vote following the public hearings and the council recorded support from the Planning Commission and staff analyses.
