Summit County Council voted Thursday to approve Resolution NSSRD 2024-06, clearing the way for the North Summit Special Recreation District to enroll in the Utah State Retirement System. Council members said the move is intended to help the fledgling district recruit and retain a full-time director and expand recreation services.
Madam Chair opened the item by describing the district's growth and the need to offer public-sector benefits to attract candidates. JC Disston, identified by the chair as the district's acting director, and Ryan Stack, counsel for the district, attended the meeting to answer questions. Disston said the board had prepared the paperwork and that the council's formal approval was the final step required.
Roger moved to approve the resolution; Chris seconded the motion. The council voted in favor with a verbal "aye." Council members said they expect the district to return to the board with a hire and expanded programming once benefits enrollment is in place.
The resolution authorizes the district to enter the state retirement system and does not itself create new positions or appropriations; staff said hiring would follow normal budgeting and recruitment procedures. The council did not stipulate additional conditions as part of the approval.
