Summit County Council voted to authorize refunds tied to the county's implementation of Senate Bill 182, a state law requiring review of properties whose assessed values rose by 50% or more.
Assessor Stephanie told the council her office reviewed properties and identified 1,781 qualifying parcels that were not new builds or lot segregations. Of those, 393 had already been handled through the Board of Equalization process. Appraisers reviewed the remaining parcels and recommended new 2023 valuations and tax refunds for 39 properties; the packet provided a list of those properties and the proposed refund amounts.
Council members asked for and received clarification on the process and how refunds would be delivered; staff said letters will go to affected taxpayers and noted several refund mechanisms (direct check, payment to mortgage company only at taxpayer instruction). The assessor also said the law extends the appeal period for affected taxpayers through June 2025.
Chris moved to authorize the refunds listed in the packet; Tanya seconded the motion and the council approved it by voice vote. Staff said they will mail notices to taxpayers and coordinate with the treasurer's office for payment details.
