Staff outlines multi-step update to Eastern Summit County general plan

Planning staff told the Eastern Summit County Planning Commission on Feb. 3 that the county is beginning a multi-stage update to the general plan and urged commissioners to review draft materials and recommend local plans for inclusion.

The presenter said the visioning process generated nearly 10,000 points of public contact and produced a community-wide vision and five objectives: manage social resources; promote healthy living; preserve unique identities; create inclusive communities; and grow a workforce mindset. The project, staff added, has received national recognition.

Staff said the general-plan update is countywide in scope but will be translated into more detailed, community-area plans (North Summit and South Summit) and that additional analysis — including an existing-conditions review, targeted outreach and an updated transportation assessment — will follow. The timeline given projected public engagement through late 2024 and a planning-commission study scheduled for July 2025.

Commissioners asked for clearer definitions for 'village overlay' and how the general plan should shape future development code changes. Staff asked commissioners to flag existing municipal or regional plans they believe the county should review and incorporate into the analysis.

Staff said the next steps will include additional data review, open houses and a return to the commission with code-related recommendations and ordinance language for discussion.
