County staff presented a consolidated rewrite of Snyderville Basin Special Recreation District policies and asked council to approve a narrow operational change to the cancellation and refund section so it could be implemented before summer registration. Staff said the district is consolidating three policy manuals into two and introducing annual "district directives" for minor administrative items.
On the cancellation policy, staff explained prior wording created confusion about a referenced 80% refund and whether “7 days” meant before or after a program’s start. Staff summarized the change: "All cancellation requests must be submitted via time-stamped email at least 7 calendar days prior to the start date to be eligible for a refund." They said the rewrite removes the 80% clause, rolls field-trip/camp rules into a single camp policy, retains refunds for inclement weather and staff discretion, and clarifies that single-day and one-month field-house passes are nonrefundable while other passes will be prorated.
Council member Candace moved to approve the cancellation policies in Section 18 of the personnel and operations manual, Roger Armstrong (acting chair) seconded, and the motion passed by voice vote (ayes). Council directed staff to produce redlined comparisons and separate the larger document so members can review governance changes and personnel edits more easily before future votes.
