The Summit County Council voted to adopt a 2024 work plan and the council–manager compact after staff summarized priorities identified at the council retreat. The plan organizes county activities around seven focal areas: updating general plans and integrating visioning results; a Klein/Dolly RFP and related site planning; regional planning and transportation coordination; a series of housing education work sessions; study and potential regulation of short‑term nightly rentals; solid‑waste diversion and landfill planning; and land and natural‑resource stewardship.
Staff told the council the work plan is intended to align staff resources, budget priorities and council policy direction for the year and to provide a transparent way to adjust work if additional priorities arise. The plan will also guide a set of staff‑led deliverables and work sessions, including six suggested education sessions on housing policy and tools.
Councilmembers suggested edits and clarifications during the meeting. Among the changes were calls to: add review of village overlay and neighborhood plans, specify potential rewrite needs for eastern Summit County development code, identify timelines for general plan updates (the speaker noted jurisdictions are expected to revisit general plans every five years), and add a workstream to inventory zoning tools to support missing‑middle and generational housing.
Following discussion, a motion to adopt the 2024 work plan as amended and to approve the council–manager compact passed by voice vote.
