Planning commission forwards Promontory restaurant, fitness amenity to county manager

At a regularly scheduled meeting, the Eastern Summit County Planning Commission voted to forward a favorable recommendation to the county manager for a Promontory proposal to replace an existing 2,800-square-foot golf maintenance building with a roughly 30,000-square-foot facility that will include an underground parking level and upper-level Mediterranean restaurant and fitness amenity.

A county planning staff member told commissioners the project’s massing meets applicable code and that staff included conditions in the staff report to address potential glazing concerns. “So, otherwise, staff is recommending approval as outlined in the staff report,” the staff member said during the presentation.

Commissioners asked technical and operational questions before the public hearing portion of the item. One commissioner asked whether elevator access would connect the below-grade parking to the restaurant level; staff and applicants said the subterranean parking is primarily intended for Promontory staff and that access between levels is by exterior stairs from the lower level. Commissioners also raised accessibility and employee-housing ideas; one commissioner suggested an employee apartment could be incorporated, and applicants said they would welcome opportunities for employee housing in the area.

Applicants described engineering measures for winter safety at the garage edge, telling the commission they plan to use a combination of snow bars and a snow-melt edge to reduce icicle and snow-accumulation hazards. Applicants also said ADA parking will be concentrated near upper-level entry points for public access. The staff presentation and applicant remarks indicated there were no public commenters in the Zoom audience on the item.

After discussion, a commissioner moved to forward a recommendation in favor of the project to the county manager, citing the findings and conditions in the staff report. The commission called for the question; the motion passed and staff will forward the package for final county-manager action.
