Members then turned to affordable housing. Councilmembers discussed whether to create a larger committee structure, pursue a 'committee plus' model, or form a housing authority. Staff previewed a packet to be distributed in advance of a Jan. 12 joint meeting with Park City: an entry‑level housing authority model is estimated around $1 million, while a more robust version could approach $2 million. Several members said they preferred beginning with a smaller, lower‑cost entry option that could scale up later. The chair also flagged issuing a request for proposals for the Client Dolly parcel as a possible immediate step to explore affordable housing or mixed‑use development.
