Basin Recreation staff presented their draft 2024 tentative budget and described priorities including a new website, an expanded ranger program, a full-time mechanic/fleet position, volunteer programming and a number of trail and facility projects.
Dana (Basin Recreation) and Brad Rogers, Basin Recreation business manager, said the organization is focusing on community engagement and operational adjustments after a period of growth. They highlighted a plan to move ranger positions into a newly named District Services division, to add a supervising ranger and to hire a mechanic to bring fleet maintenance in-house to control costs.
Council members acting as the Basin Recreation board asked about the reclassification of some costs from capital to operations, the increase in contract services, and whether Basin plans to go to truth in taxation next year; Basin said it will not. Basin staff said impact fee revenue has declined while interest income has been stronger than projected.
The council, sitting as the Basin Recreation Special Recreation District governing board, moved and seconded adoption of the tentative 2024 budget and proposed 2023 amendments; the board voted in favor by voice.
Next steps: Basin staff will return for public presentation next month; the council reconvened as the Summit County Council after the vote.
